On December 16, 2025, the European Commission officially adopted a comprehensive housing policy package, which includes the "European Strategy for Housing Construction"-a core component of the "First European Affordable Housing Plan."
The strategy explicitly aims to enhance the competitiveness, productivity, and innovation capacity of the EU's construction ecosystem to create housing that is more affordable, sustainable, and of higher quality. The document specifically recommends "promoting off-site and modular construction methods to significantly accelerate delivery speeds and reduce costs."
Prior to this, several European countries had already pioneered initiatives in the modular housing sector:
The Netherlands: Launched the "Flexwonen" (flexible living) concept, primarily providing container-style temporary housing for mobile workers.
Ireland: South Dublin County Council planned to provide approximately 20 modular units to house homeless families.
Germany: The "MODUL-MEHRWEG-HAUS" innovative pilot project in the Paderborn region utilized a modular steel structure system based on standardized, demountable components.
Portugal: Promoted the development of new housing concepts-including modular housing-through a regulatory sandbox mechanism.
Notably, the EU's updated Construction Products Regulation (CPR, EU 2024/3110) introduced a "digital passport" system for construction products, imposing stricter requirements regarding the traceability and compliance documentation of imported construction products.
